Abstarct: For a long time, following a documented process for business, or the so-called business model, has played a significant role in promoting economic activities. Today, the concept of business model is used to define how to create, present, and absorb the values of a company in order to achieve profitability and competitive advantage. Therefore, observing the environmental conditions, competencies, and business processes of companies, we have seen the emergence of several business models from the thinkers. Critical conditions and economic impulses are among the unforeseen obstacles that affect the pattern of business development in proportion to the severity of the incident. This effect is more in small and medium businesses than other businesses. Considering the importance of the subject, this research was conducted with the aim of presenting the business development model of these companies in critical conditions and a combined (qualitative-quantitative) research method. After reviewing the subject literature, 107 effective components were identified in the form of 11 indicators, and using the Delphi method, 8 indicators were approved by the panel members as variables of the final model. In order to check the effectiveness of model variables with the method of structural equations, the production units of the food industry in Tous Industrial Town were evaluated through a questionnaire. One of the achievements of this research is the identification of factors influencing the development of small and medium businesses in the form of a comprehensive model, the application of which can help policymakers, economic activists, and business researchers.
